Importing and Exporting of Aircraft

Prior to purchasing an aircraft for import into Canada or if you are exporting an aircraft to any other country, contact Victoria Air Maintenance for information on the eligibility of the aircraft and the process involved.

Victoria Air Maintenance has a Ministers Delegate for Maintenance (MD-M) on staff and other persons very experienced and knowledgeable on importation and exportation of all types of aircraft and components.

Victoria Air Maintenance can complete the import/export of your aircraft for you in a cost effective manner to suite any budget.  You can let Victoria Air Maintenance look after all the paperwork for you, or you can choose to complete the importation/exportation paper work yourself and utilize our MD-M services to complete the process.

Victoria Air Maintenance also provides a “lost document” recovery service.

There are two ways to import an aircraft; with an Export Airworthiness Certificate or without one.
If you bring in an aircraft without an Export Certificate of Airworthiness it will need an annual inspection or equivalent.  In either case your aircraft will be sampled for the conformity requirements of Transport Canada.
Prior to any maintenance actions or modifications taking place the inspection findings and work plan will have to be submitted to the MD-M to ensure the work planned will satisfy the requirements of import.

An Importation package will have to be assembled to submit to the MD-M and must consist of the following items:

• Completed aircraft importation checklist, MSI 26
• Completed Application for Certificate of Airworthiness form 24-0043
• Original Certificate of Airworthiness for Export where applicable and a C of R
• Current aircraft time and cycles/Life limited/ TBO items
• Copies of appropriate records of Engine, propeller and APU data, respecting last inspection, overhaul, hot section inspection, etc
• Copies of the appropriate portions of the maintenance records
• Copies of the Type Certificate and revision status for aircraft, engine and propeller as applicable, Supplemental Type Certificates, etc
• Details of deficiencies noted during the inspection
• Copy of the work report required to bring the aircraft into compliance
• Details of the aging aircraft / Supplemental Structural Inspection programs, etc
• Current weight and balance report and equipment list
• List of repairs or modifications, including TCCA form one, FAA 337 forms, validations of field approvals
• A completed list of Airworthiness Directives that pertain to the aircraft, applicable or not
• List of Service Bulletins incorporated, and compliance of mandatory SBs
• A listed verification of all life limited and TBO parts and components
• The electrical load analysis where applicable
• An approved maintenance schedule with check list and ICAs as applicable
• An aging aircraft report if applicable
• Any special Canadian requirements
• Latest revisions of Flight Manual/POH including required manual supplements

An exportation package will have to be assembled to submit to the MD-M and must consist of the following items:

• Completed aircraft exportation checklist, MSI 38
• Completed Application for Export Airworthiness Certificate form 24-0050
• Original C of A and C of R
• Current aircraft time and cycles
• Foreign Standard/TCDs/Special requirements
• Current aircraft time and cycles/Life limited/ TBO items
• Copies of appropriate Records of engine, propeller and APU data; respecting last inspection, overhaul, hot section inspection
• Copies of the appropriate portions of the maintenance records
• Acceptance letter from importing authority for acceptance of requirements not met
• List of temporary installations for delivery
• List of modifications, Supplemental Type Certificates, etc
• A completed list of Airworthiness Directives that pertain to the aircraft, applicable or not
• Certification of special requirements
• Weight and Balance report and equipment list
• The electrical load analysis where applicable
• Details of deficiencies noted during the inspection
• Copy of the work report required to bring the aircraft into compliance
• Details of the aging aircraft / Supplemental Structural Inspection programs, etc
• List of Service Bulletins incorporated; and compliance of mandatory SBs
• An approved maintenance schedule with check list and ICAs as applicable
• An aging aircraft report if applicable
• Latest revisions of Flight manual/POH including required manual supplements
